This bill makes the requirement for belts and the primary offense effective for up to age 21 (it was up to 10). Assuming that there will be an additional 1,000 for the 10 to 21 year olds cited as primary offenders, the costs to the courts would be approximately $58,500. Offsetting the court costs would be additional fine revenue estimated at $209,300.
