AMENDED BILL
This bill appropriates $34,500 for FY 2001 only, for a Legislative task Force on Decriminalization of Traffic Offenses. The Task Force will review the issue and make recommendations within two years. This bill would stop other cities from decriminalizing traffic offenses until after the study period. Decriminalization of traffic offenses by a municipality stop the flow of fees, fines and surcharges from such offenses to the state. West Valley and Salt Lake have decriminalized traffic offenses during this fiscal year. Both cities have comitted to forwarding the Surcharge Fund and the Matheson Court Complex account funds (also covered by bill language). With the amendment by the Judiciary Committee (Feb 21), this bill also recovers the fine revenue that would have been lost amounting to $893,300 in FY 2001 and $1,027,300 in FY 2002.
