Line Item: Mental Health Therapist Grant Function This program was created by H.B. 453, Rural Mental Health Professional Education Aid (1994 General Session). The program was established to increase the number of mental health therapists practicing in underserved rural areas of the state. In order to accomplish this, the department was authorized to provide grants to mental health therapists in order to repay loans taken by them for educational expenses. These grants would be in exchange for their agreement to practice for a specified period of time in underserved rural areas in the state. Funding Detail The law stipulates that appropriations for this program shall be a separate line item to the department in the annual appropriations act and that any funds appropriated to this program are nonlapsing. Funding for this program was eliminated during the 2008 Second Special Session of the Legislature. The difference between 2008 Closing Nonlapsing and 2009 Beginning Nonlapsing is due to a transfer of the Mental Health Therapist program $8,100 beginning nonlapsing. An offsetting adjustment can be found in the Substance Abuse and Mental Health line item.
