FY 2016 Appropriation

The State Law Library was created to serve the courts, the executive agencies, the Legislature, and the public. The Library is located in the Scott M. Matheson Courthouse and is open to the public. Legislative General Counsel, the Attorney General, and the Supreme Court Chief Justice serve as the Board of Control for the Library.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,065,700 from all sources for Law Library. This is an 8.2 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $952,400 from the General/Education Funds, an increase of 2.7 percent from revised Fiscal Year 2015 estimates.

Staff Analysis

The Legislature began charging for the cost of sets of the Laws of Utah beginning in FY 2014, which the Courts previously received for no cost to them. The increase in current expense largely makes up for this amount.

Statute

The State Law Library is a statutorily created entity under UCA 9-7 (301 through 312). The authorizing code is under the section for Heritage, Arts, Libraries, and Cultural Development.

Intent Language

HB0003: Item 20

Under Section 63J-1-603 of the Utah Code, the Legislature intends that the appropriations provided for in the Administration line item not lapse at the close of Fiscal Year 2015.

SB0002: Item 16

Under provisions of Section 67-8-2, Utah Code Annotated, salaries for District Court judges for the fiscal year beginning July 1, 2015 and ending June 30, 2016 shall be $150,000. Other judicial salaries shall be calculated in accordance with the formula set forth in Section 67-8-2 and rounded to the nearest $50.

SB0003: Item 55

Notwithstanding the judicial salary rate set in Senate Bill 2 Item 16, under provisions of Section 67-8-2, Utah Code Annotated, the new salary for District Court judges for the fiscal year beginning July 1, 2015 and ending June 30, 2016 shall be $152,850. Other judicial salaries shall be calculated in accordance with the formula set forth in Section 67-8-2 and rounded to the nearest $50.
