FY 2016 Appropriation

The Department of Heritage and Arts is responsible for enhancing the quality of life for the people of Utah by creating, preserving and promoting community and cultural infrastructure. Department divisions, offices and programs include: Administration, the Division of Indian Affairs, the Division of State History, (and Utah State Historical Society), the Division of Arts and Museums, the State Library Division, the Office of Multicultural Affairs, and the Commission on Volunteers . The Department also houses several legislative pass-through allocations.

Community Library Enhancement Funding

All Utah public libraries that fulfill the requirements for State Library Certification are eligible for an annual Community Library Enhancement Fund (CLEF) allocation. Community Library Enhancement Funds may be used for the following three areas: Collection Development, Technology,Community Outreach. Funding was reduced during the recession the legislature has been restoring the base incrementally for the past three years.

Fine Art Restoration

The State Fine Art collection has been aging and several of the items have been damaged for a variety of reasons including, temperature, poor maintenance, water damage etc. As a result the legislature allocated $20,000 one-time last year to begin the restoration process for several of these piece. Ongoing funding would be utilized to protect and restore the collection.

Museum Grants

Last year the Office of Museum Services received $125,000 one-time to provide competitive grants for museums throughout the state. There are several museum collections and facilities throughout the state that need upgrading and restoration.
Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $27,865,600 from all sources for Heritage and Arts. This is a 5.2 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $17,049,400 from the General/Education Funds, an increase of 13.4 percent from revised Fiscal Year 2015 estimates.

Statutory Authority for the Department of Heritage and Arts is found in UCA Title 9. The powers and duties detailed for the department include:

  • Responsibility for preserving and promoting the heritage, arts, and cultural development within the state;
  • Perform heritage, arts, and cultural development planning for the state; and
  • Coordination of federal grants for heritage, arts, libraries, and volunteers.

Under Section 63J-1-603 of the Utah Code, the Legislature intends that up to $537,800 of any remaining amount of the $3,620,200 ongoing General Fund appropriation provided by Item 1, Chapter 10, Laws of Utah 2014 for the Department of Heritage of Arts - Administration not lapse at the close of Fiscal Year 2015. These funds will be used for digitization projects and maintenance.

HB0003: Item 52

Under Section 63J-1-603 of the Utah Code, the Legislature intends that up to $116,900 of any remaining amount of the $3,620,200 ongoing General Fund appropriation provided by Item 1, Chapter 10, Laws of Utah 2014 for the Department of Heritage of Arts - Administration not lapse at the close of Fiscal Year 2015. These funds will be used for application development rate payments to DTS.

These funds will be used for building renovation.

Under Section 63J-1-603 of the Utah Code, the Legislature intends that up to $230,000 of the $4,209,500 ongoing General Fund provided by Item 6, Chapter 10, Laws of Utah 2014 for the Department of Heritage and Arts - State Library not lapse at the close of Fiscal Year 2015. The State Library shall use the funds for CLEF (Community Library Enhancement Fund) grants in FY 2016.

Under Section 63J-1-603 of the Utah Code, the Legislature intends that any remaining amount of the $218,200 ongoing General Fund and $25,000 Dedicated Credit appropriation provided by Item 7, Chapter 10, Laws of Utah 2014 for the Department of Heritage and Arts - Indian Affairs not lapse at the close of Fiscal Year 2015.
