The Utah Science Technology and Research initiative was created to bolster Utah's high-tech economy and increase the flow and commercialization of research and innovations.
In the 2014 General Session the Legislature implemented a restructure of the USTAR budget. Going forward the initiative will have four line items with several programs under each line item. The line items are as follows: USTAR Administration, University of Utah Research, Utah State University Research, and Technology Outreach.

A new line item titled USTAR Research Teams was created during the 2013 General Session, to track separately, pass-through funds to the University of Utah and to Utah State University for research teams. This is the reason for a $26.9 million budget decrease from FY 2013 to FY 2014 in this line item.
