    AN ACT RELATING TO PUBLIC SAFETY; ESTABLISHING A DRIVER LICENSE
    RENEWAL STATION PILOT PROGRAM; PROVIDING FOR FUNDING AND
    REPORTING TO THE LEGISLATURE; PROVIDING AN EFFECTIVE DATE; AND
    PROVIDING A REPEAL DATE.
    This act affects sections of Utah Code Annotated 1953 as follows:
    ENACTS:
         53-3-107, Utah Code Annotated 1953
    Be it enacted by the Legislature of the state of Utah:
        Section 1. Section 53-3-107 is enacted to read:
         53-3-107. Driver license renewal station pilot program -- Kiosks -- Funding --
     Reporting on program -- Sunset date.
        (1) Beginning July 1, 1997, and continuing through June 30, 1998, the division shall
    implement a pilot program to provide for the renewal of driver licenses and identification cards
    at various locations convenient to the public in order to reduce long lines at Driver License
    Division offices.
        (2) The pilot program shall be for the efficient and timely renewal of Utah driver licenses
    for drivers who are not required to take a written or skills test under this chapter or under rules
    made by the division.
        (3) The division may contract with private businesses, including shopping malls, shopping
    centers, or grocery stores for the leasing of space needed to implement this section. The space and


    physical arrangement of a renewal station may be in the form of a kiosk or in another form to
    promote efficiency and economy in implementing this section.
        (4) Funding for the pilot program shall be provided by legislative appropriation from the
    Department of Public Safety Restricted Account under Section 53-3-106 or from the General Fund.
        (5) The division shall make a report of the program during the 1998 General Session to a
    legislative appropriations subcommittee designated by the Legislative Management Committee.
        Section 2. Effective date.
        This act takes effect on July 1, 1997.
        Section 3. Repeal date.
        This act is repealed July 1, 1998.
