9 LONG TITLE
10 General Description:
11 This bill appropriates certain ongoing General Fund monies to the Office of the
12 Attorney General to fund certain programs related to fighting child pornography crimes.
13 Highlighted Provisions:
14 This bill:
15 . appropriates monies to the Office of the Attorney General for the following items
16 related to Title 76, Chapter 5a, Sexual Exploitation of Children:
17 . replacement of federal funding cuts to the ICAC (Internet Crimes Against
18 Children) grant program;
19 . training of ICAC Task Force members and affiliate entities;
20 . grants for state and local law enforcement and prosecution agencies; and
21 . one new civilian investigative technician to assist with the ICAC unit
22 operations; and
23 . appropriates monies to the State Commission on Criminal and Juvenile Justice for
24 grants for approved education programs to help prevent the sexual exploitation of
25 children and requires certain reporting.
26 Monies Appropriated in this Bill:
27 This bill appropriates from the General Fund as follows:
28 . to the Office of the Attorney General as an ongoing appropriation subject to future
29 budget constraints, $273,250 for fiscal year 2007-08; and
30 . to the State Commission on Criminal and Juvenile Justice as an ongoing
31 appropriation subject to future budget constraints, $1,000,000 for fiscal year
32 2007-08.

38 Be it enacted by the Legislature of the state of Utah:
39 Section 1. Appropriation.
40 (1) As an ongoing appropriation subject to future budget constraints, there is
41 appropriated from the General Fund for fiscal year 2007-08, $273,250 to the Office of the
42 Attorney General.
43 (2) As an ongoing appropriation subject to future budget constraints, there is
44 appropriated from the General Fund for fiscal year 2007-08, $1,000,000 to the State
45 Commission on Criminal and Juvenile Justice.
46 (3) It is the intent of the Legislature that the monies appropriated under Subsection (1)
47 be used to fund prosecution and investigatory activities that may lead to an enforcement action
48 by the attorney general as follows:
49 (a) $38,250 for the replacement of federal funding cuts to the ICAC (Internet Crimes
50 Against Children) grant program from the last two years;
51 (b) $30,000 for training of ICAC Task Force members and affiliate entities;
52 (c) $150,000 as grants, allocated and administered by the attorney general, for the
53 expansion of affiliate ICAC entities for state and local law enforcement and prosecution
54 agencies that submit an application approved by the attorney general; and
55 (d) $55,000 for one new civilian investigative technician assigned to assist with the
56 ICAC unit created under Section 67-5-21 .
57 (4) It is the intent of the Legislature that the monies appropriated under Subsection (2)
58 be used for grants for approved education programs to help prevent the sexual exploitation of
59 children in accordance with Subsection 63-25a-104 (13) and that the Commission on Criminal
60 and Juvenile Justice make a report annually to the Executive Offices and Criminal Justice
61 Appropriations Subcommittee on the use of the monies.
