             7      LONG TITLE
             8      General Description:
             9          This resolution amends deadlines related to legislative appropriations processes due to
             10      the change in the schedule for the General Session of the Legislature.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    changes the deadline to prioritize fiscal note bills and identify other projects or
             14      programs for new or one-time funding from the 33rd day of the General Session (a
             15      Saturday) to the 32nd day (a Friday);
             16          .    changes the deadline to either pass or defeat each bill with a fiscal note of $10,000
             17      or more from the 40th day (a Saturday) to the 39th day (a Friday);
             18          .    changes the deadline for each legislator to receive a copy of any bond bill from
             19      noon on the 40th day (a Saturday) to the 39th day (a Friday);
             20          .    changes the deadline to either pass or defeat each bond bill from the end of the 40th
             21      day (a Saturday) to the end of the 39th day (a Friday); and
             22          .    makes technical changes.

             30      Be it resolved by the Legislature of the state of Utah:
             31          Section 1. JR4-5-101 is amended to read:
             32           JR4-5-101. Deadline for Passing Certain Fiscal Note Bills.
             33          (1) (a) The House shall refer any Senate bill with a fiscal note of $10,000 or more to
             34      the House Rules Committee before giving that bill a third reading.
             35          (b) The Senate shall table on third reading each House bill with a fiscal note of
             36      $10,000 or more.
             37          (2) (a) Before adjourning on the [33rd] 32nd day of the annual general session, each
             38      legislator shall prioritize fiscal note bills and identify other projects or programs for new or
             39      one-time funding according to the process established by leadership.
             40          (b) Before adjourning on the [40th] 39th day of the annual general session, the
             41      Legislature shall either pass or defeat each bill with a fiscal note of $10,000 or more except
             42      constitutional amendment resolutions.
             43          Section 2. JR4-5-301 is amended to read:
             44           JR4-5-301. Deadline for Passing Bond Bills.
             45          (1) Each legislator shall receive a copy of any bond bill by noon on the [40th] 39th
             46      day of the annual general session.
             47          (2) Before the calendared closing time of the [40th] 39th day of the annual general
             48      session, the Legislature shall either pass or defeat each bond bill.
