General Description:

This bill supplements or reduces appropriations previously provided for the use and

operation of state government for the fiscal year beginning July 1, 2010 and ending June 30, 2011.

Be it enacted by the Legislature of the state of Utah:

Section 1. Under the terms and conditions of Utah Code Title 63J Chapter 1, the following
31
sums of money are appropriated from resources not otherwise appropriated, or reduced from
32 amounts previously appropriated, out of the funds or fund accounts indicated for the use and support
33 of the government of the State of Utah for the fiscal year beginning July 1, 2010 and ending June 30,
34 2011. These are additions to amounts previously appropriated for fiscal year 2011.
35 Executive Offices & Criminal Justice
36 Governor's Office
37 Item 1 To Governor's Office
38 Under section 63J-1-603 of the Utah Code, the Legislature
39 intends that appropriations provided for the Governor's Office
40 in Item 1 of Chapter 2 Laws of Utah 2010 not lapse at the close
41 of Fiscal Year 2011.
42 The Legislature intends that the Governor's Office transfer
43 $26,100 from the Lt. Governor's Program to the State Elections
44 Grant Fund as required to match federal Help America Vote
45 Act grants.

96 line item are contingent upon expenditures from Federal Funds
97 - American Recovery and Reinvestment Act (H.R. 1, 111th
98 United States Congress) not exceeding amounts appropriated
99 from Federal Funds - American Recovery and Reinvestment
100 Act in all appropriations bills passed for FY 2011. If
101 expenditures in the Attorney General line item exceed amounts
102 appropriated to the Attorney General line item from Federal
103 Funds - American Recovery and Reinvestment Act in FY 2011,
104 the Division of Finance shall reduce the General Fund
105 allocations to the Attorney General line item by one dollar for
106 every one dollar in Federal Funds - American Recovery and
107 Reinvestment Act expenditures that exceed Federal Funds -
108 American Recovery and Reinvestment Act appropriations.

396 the following: Hiring of Temporary Contractors or Part-time
397 Employees on an as-needed basis - $78,300.
398 Item 45 To Department of Administrative Services - Purchasing
399 Under Section 63J-1-603 of the Utah Code the Legislature
400 intends that appropriations provided for the Department of
401 Administrative Services Purchasing in Item 40 of Chapter 2
402 Laws of Utah 2010 not lapse at the close of Fiscal Year 2011.
403 The use of any nonlapsing funds is limited to the following:
404 Administration of the State's Electronic Procurement System;
405 Hire a research analyst to assist the Privatization Policy Board
406 in collecting and analyzing data and other information required
407 in Utah Code 63I-4-101 to 301.
408 Department of Administrative Services Internal Service Funds
409 Item 46 To Department of Administrative Services - Division of
410 Purchasing and General Services
411 The Legislature intends that the Division of Purchasing and
412 General Services may add one Full Time Equivalent employee
413 to the Purchasing and General Services Internal Service Fund
414 to audit the use and fee reimbursement on the state cooperative
415 contracts using funds from this appropriation. Any added FTEs
416 must be reviewed and approved by the Legislature.
417 Item 47 To Department of Administrative Services - Division of Fleet
418 Operations
419 Under Section 63J-1-603 of the Utah Code the Legislature
420 intends that appropriations provided for the Department of
421 Administrative Services Division of Fleet Operations in Item
422 42 of Chapter 2 Laws of Utah 2010 not lapse capital outlay
423 authority granted within Fiscal Year 2011 for vehicles not
424 delivered by the end of Fiscal Year 2011 in which vehicle
425 purchase orders were issued obligating capital outlay funds.
426 Item 48 To Department of Administrative Services - Risk Management
427 The Legislature intends that Division Risk Management
428 may add one additional vehicle to its authorized level using
429 funds from this appropriation. Any added vehicles must be
430 reviewed and approved by the Legislature.
431 Item 49 To Department of Administrative Services - Division of Facilities
432 Construction and Management - Facilities Management
433 The Legislature intends that the DFCM Internal Service
434 Fund may add up to three FTEs and up to two vehicles beyond
435 the authorized level if new facilities come on line or
436 maintenance agreements are requested. Any added FTEs or
437 vehicles must be reviewed and approved by the Legislature.

441 Under Section 63J-1-603 of the Utah Code the Legislature
442 intends that appropriations provided for the Department of
443 Technology Services Chief Information Officer in Item 48 of

445 Year 2011. The use of any nonlapsing funds is limited to the
446 following: Data Processing Current Expenses for optimization
447 initiatives - $30,000.
