             8      General Description:
             9          This bill creates the Government Communications Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates and provides for the membership of the Government Communications Task
             13      Force;
             14          .    provides for salary and expenses of task force members; and
             15          .    provides for task force duties, meetings, and reports.
             16      Money Appropriated in this Bill:
             17          None
             18      Other Special Clauses:
             19          This bill is repealed December 31, 2014.

             23      Be it enacted by the Legislature of the state of Utah:
             24          Section 1. Government Communication Task Force -- Creation -- Membership --
             25      Interim Rules Followed -- Compensation -- Staff.
             26          (1) There is created the Government Communications Task Force consisting of the
             27      following 17 members:
             28          (a) two members of the Senate appointed by the president of the Senate;
             29          (b) three members of the House of Representatives appointed by the speaker of the


             30      House of Representatives;
             31          (c) the Layton City Police Chief;
             32          (d) the Summit County Sheriff, or designee;
             33          (e) the Salt Lake County Sheriff, or designee;
             34          (f) the Salt Lake City Police Chief, or designee;
             35          (g) a police chief from a class 4 through class 6 county, designated by the Utah Police
             36      Chiefs Association;
             37          (h) the Unified Fire Authority Chief;
             38          (i) the Ogden City Fire Chief;
             39          (j) the Commissioner of Public Safety, or designee;
             40          (k) the Director of the Utah Department of Corrections, or designee;
             41          (l) the Chairperson of the Utah Communication Agency Networks Executive
             42      Committee;
             43          (m) the State of Utah Chief Information Officer; and
             44          (n) the Utah Communication Agency Networks Director.
             45          (2) (a) The president of the Senate shall designate one of the members of the Senate
             46      appointed pursuant to Subsection (1)(a) as a cochair of the task force,
             47          (b) The speaker of the House of Representatives shall designate one of the members
             48      from the House of Representatives appointed pursuant to Subsection (1)(b) to serve as a
             49      cochair of the task force.
             50          (3) A majority of the members of the task force constitute a quorum. The action of a
             51      majority of a quorum constitutes the action of the task force.
             52          (4) (a) Salaries and expenses of the members of the task force who are legislators shall
             53      be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
             54      Expense and Mileage Reimbursement for Authorized Legislative Meetings, Special Sessions,
             55      and Veto Override Sessions.
             56          (b) A member of the task force who is not a legislator may not receive compensation
             57      for the member's work associated with the task force, but may receive per diem and


             58      reimbursement for travel expenses incurred as a member of the task force at the rates
             59      established by the Division of Finance under Sections 63A-3-107 .
             60          (5) The Office of Legislative Research and General Counsel shall provide staff support
             61      to the task force.
             62          Section 2. Duties -- Meetings -- Reports.
             63          (1) The task force shall review and make recommendations on statewide public safety,
             64      transportation, public works, and other governmental radio communication systems regarding:
             65          (a) current capacity and technologies;
             66          (b) projected needs or upgrades;
             67          (c) opportunities to increase operational efficiencies and effectiveness; and
             68          (d) sustainable funding alternatives.
             69          (2) The task force shall present a final report, including any proposed legislation, to the
             70      Executive Appropriations Committee before December 31, 2014.
             71          Section 3. Repeal date.
             72          This bill is repealed December 31, 2014.
