1 JOINT RESOLUTION CALLING FOR A CONVENTION TO
2AMEND THE UNITED STATES CONSTITUTION

8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature expresses support for a convention of the states
11 to discuss potential amendments to the Constitution of the United States.
12 Highlighted Provisions:
13 This joint resolution:
14 ▸ applies to Congress for the calling of a convention of the states for the purpose of
15 discussing potential amendments to the Constitution of the United States.
16 Special Clauses:
17 None

19 Be it resolved by the Legislature of the state of Utah:
20 WHEREAS, the founders of our Constitution empowered state legislators to be
21 guardians of liberty against future abuses of power by the federal government;
22 WHEREAS, the federal government has created a crushing national debt through
23 improper and imprudent spending;
24 WHEREAS, the federal government has invaded the legitimate roles of the states
25 through the manipulative process of federal mandates, most of which are unfunded to a great
26 extent;
27 WHEREAS, the federal government has ceased to live under a proper interpretation of
28 the Constitution of the United States; and
29 WHEREAS, it is the solemn duty of the states to protect the liberty of our people -
30 particularly for the generations to come - by proposing amendments to the Constitution of the
31 United States through a convention of the states under Article V for the purpose of restraining
32 these and related abuses of power:
33 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
34 hereby applies to Congress, under the provisions of Article V of the Constitution of the United
35 States, for the calling of a convention of the states limited to proposing amendments to the
36 Constitution of the United States that impose fiscal restraints on the federal government, limit
37 the power and jurisdiction of the federal government, and limit the terms of office for its
38 officials and for members of Congress.
39 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
40 the United States Senate, Speaker of the United States House of Representatives, members of
41 Utah's congressional delegation, and the state legislators of the other 50 states, requesting their
42 cooperation.
43 BE IT FURTHER RESOLVED that this joint resolution constitutes a continuing
44 application in accordance with Article V of the Constitution of the United States until the
45 legislatures of at least two-thirds of the several states have made applications on the same
46 subject.
