Pretrial Release
Richard Mauro, Executive Director, Salt Lake Legal Defenders Association, shared four changes he would like to see in future legislation concerning pretrial release.
2a Prosecutors: General Concepts for Bail Reform
Rob Van Dyke, Kane County Attorney, representing the Statewide Association of Prosecutors, shared some general concepts he would like to see concerning pretrial release in Utah, and answered committee questions.
Sen. Weiler assumed the chair.
Reed Richards, Weber County Attorney's Office, representing the State Council on Victims of Crime, shared his thoughts on pretrial release from the perspective of victims and answered committee questions.
Zeke Lee, Utah Association of Counties, expressed his commitment to the process of pretrial release policy changes and to the health, safety and welfare to all citizens.
2b Bail Bonds: Pre-Trial Release Outline
Wayne Carlos, President, Utah Association of Professional Bondsmen, shared information about what other states have done concerning bail reform and talked about his concerns with 2020 H.B. 206, "Bail and Pretrial Release Amendments." He also shared what he would like to see in the future regarding pretrial release and answered committee questions.
Marc Ebel, Director of Legislative Affairs, Aladdin Bail Bonds, talked about two issues that the Bail Reform Working Group have not yet agreed upon.
Dan Burton, Utah Attorney General's Office, and Chair, Bail Reform Working Group, gave a brief overview of what the working group has accomplished.
Troy Rawlings, Davis County Attorney, shared some guiding principles he believes should be considered when discussing future pretrial release policy changes and answered committee questions.
Sharmane Gull, Director, Court Support Services, Washington County, shared information about a pretrial services pilot program done in the 5th District Courts.

Utah Adult Probation and Parole Absconders
Rep. Lisonbee gave some background information on the agenda item.
3a U.S. Marshal Statement
Matthew Harris, U.S. Marshal, U.S. Department of Justice, talked about his role on the Violent Fugitive Apprehension Team (VFAST) task force and its duties, gave an overview of the issue of violent fugitives in Utah, and answered committee questions.
Rep. Lisonbee assumed the chair.

3b PRESENTATION: Utah Department of Corrections - Probation & Parole Absconders
Dan Blanchard, Division Director, Adult Probation and Parole, Utah Department of Corrections, gave a presentation on the role of the Adult Probation and Parole Division and complications associated with addressing the issue of parole absconders. He also answered committee questions.
Marshall Thompson, Vice Chair, Utah Board of Pardons and Parole, shared what role the Board plays in the probation and parole process, provided some suggestions to the Legislature regarding policy changes that could help with the issue of parole absconders, and answered committee questions.
Tom Ross, Executive Director, Commission on Criminal and Juvenile Justice (CCJJ), talked about the Justice Reinvestment Initiative (JRI) and shared his opinions on its successes and failures and the need for collaboration with the entire criminal justice system. He also shared his thoughts on the need for data to make good policy decisions and answered committee questions.
Michael Drechsel, Assistant State Court Administrator, and Legislative Liaison, Administrative Office of the Courts, explained the court's role in probation and answered committee questions.
Reed Richards, Weber County Attorney's Office, representing the State Council on Victims of Crime, shared his view on the parole absconders issue from the perspective of victims.
Brandon Merrill, Executive Director, Utah Homicide Survivors, shared his experience with people who have been affected by parole absconders.
