Rep. Watkins moved to approve the minutes of the October 18, 2021, meeting.

2a - 2022 General Session draft legislation, "Office of American Indian-Alaska Native Affairs" (v9)
Sen. Iwamoto reviewed the purpose and provisions of 2022 General Session draft legislation, "Office of American Indian-Alaska Native Affairs."
Paul Tsosie, Attorney, Confederated Tribes of the Goshute Reservation, introduced Aspen Jensen and offered to respond to committee members' questions.
Aspen Jensen, Confederated Tribes of the Goshute Reservation, spoke in support of the draft legislation, which would create an Office of American Indian-Alaska Native Affairs within the Department of Health and Human Services.
Rupert Steele, Chairman, Confederated Tribes of the Goshute Reservation, spoke about the need for an Indian Child Welfare Act Liaison, which would be created by the draft legislation.
David Litvak, Deputy Director, Department of Human Services, spoke in support of the draft legislation.
Paul Tsosie acknowledged the cooperative work between the state and tribal leaders in the drafting of the legislation.
Sen. Iwamoto moved to recommend 2022 General Session draft legislation, "Office of American Indian-Alaska Native Affairs," as a committee bill and, as sponsor, to consider other reporting requirements.

Teresa Wilhelmsen, State Engineer/Director, Division of Water Rights, Department of Natural Resources, presented an update on the Navajo Water Settlement.
