Chair Dunnigan called the meeting to order at 1:11 p.m.

Sen. Fillmore moved to approve the minutes of the January 23, 2020, meeting.
Chair Dunnigan allowed time for committee introductions.
John Cannon, Director of the Office of Research and General Counsel, explained the duties of the Legislative Process Committee.
Discussion of Potential Changes to Legislative Rules
Representative Merrill Nelson presented HR0001, HOUSE RULES RESOLUTION - RECONSIDERATION OF ACTION, and answered questions from the committee.
Rep. Tim Hawkes introduced potential rules changes to Legislative Rules
Rep. Hawkes discussed bills that are opened as committee files and responded to questions from the committee.
Mr. Cannon provided additional insight to the question.
John Fellows, General Counsel, Office of Legislative Research and General Counsel, provided additional comment.
Chair Dunnigan provided a brief history of priority bills in committee.
Rep. Ward asked a series of questions regarding priority rules and chief sponsors of committee bills.
Rep. Hawkes presented on mixed committees opening committee bill files.
Mr. Fellows commented about mixed committee bills and committee notes.
Committee discussion followed.
Rep. Hawkes reiterated the options for bills drafted in mixed committees.
Sen. Sandall moved that committee bills that are not acted on in the last interim meeting would lose priority status for drafting.
Rep. Wilcox moved to prohibit mixed committees from opening bill files.
Rep. Hawkes discussed bills that have not been heard in committee in the opposite house.
Rep. Hawkes suggested prohibiting committees from hearing bills from their own house, i.e. House committees should not be hearing House bills and vice versa with the Senate, in the last cycle of committee hearings (last week of session). Committee discussion followed.
Rep. Wilcox moved that standing committees cannot hear bills from their own house in the last cycle of committee hearings during the General Session.
Rep. Hawkes discussed how long to allow a circled bill to be cirlced before it's put on the bottom of on the third reading calendar.

Rep. Hawkes discussed technical issues concerning reimbursements for legislators.
Rep. Hawkes discussed resolving an inconsistency between legislative rules between the House and Senate governing reimbursements with travel and lodging rates.
Megan Allen, Chief Clerk, House of Representatives, provided information regarding food and travel reimbursements.
Eric Weeks, Deputy General Counsel, Office of Legislative Research and General Counsel commented on the issue.
Mr. Fellows referenced the Internal Revenue Code.
Ms. Allen informed the committee that the lodging portion of the Joint Rule does not require a rule change but food reimbursement does.
Ms. Allen discussed procedure related to conference committees.
Chair Dunnigan asked clarifying questions about the process of Conference Committee reports.
Mr. Fellows and Mr. Cannon commented on the issue.
Sen. Sandall suggested that the conference committee process should originate in the house the bill originated in.
Sen. Fillmore suggested that the house that rejected the bill first should begin the conference committee.
Mr. Fellows brought up the current rule regarding conference committees and Sen. Fillmore asked about the time frame. Mr. Fellows referenced subsection 1(c).
Sen. Fillmore moved that if a conference committee report fails in either house, either house has the ability to appoint a conference committee and request that the other house do the same.
Other Items
Mr. Fellows informed the committee that he is in the process of recodifying Title 36 - Legislative Title of Utah Code and asked about a sponsor for the recodification.
Rep. Dunnigan agreed to sponsor the Title 36 recodification.
Chair Dunnigan discussed the technical clean up of several rules, and directed staff to move ahead with these technical changes.
Chair Dunnigan adjourned the meeting at 3:35.
