Chair Dutson called the meeting to order at 3:07 p.m.
Representative Ward moved to approve the minutes of the March 30, 2022, meeting.
Behavioral Health in Schools
Dr. Peter Ingle, Behavior Specialist, Murray City School District, and Keondra Rees, Prevention/YIC Coordinator, Murray City School District, presented about behavioral health in schools.
Council members asked questions of the presenters.
Utah Early Childhood Mental Health Working Group Update
Samantha Ball, Senior Research Associate, Kem C. Gardner Policy Institute, presented about early childhood mental health.
Codie Thurgood, LCSW, Division of Substance Abuse and Mental Health, and Neal Davis, MD, pediatrician at Intermountain Healthcare, spoke about the ASQSE as a statewide screener.
Council members asked questions of the presenters.
Jessie Mandle, Voices of Utah Children, Chair of the Utah Medicaid Medical Care Advisory Committee (MCAC), presented about the integration of physical and mental behavior and development.
William Cosgrove, MD, presented about increasing mental health awareness.
Rebecca Banner, Office of Child Care, Department of Workforce Services, spoke about potential impacts of the mental health awareness campaign.
Council members asked questions of the presenters.
Council Priority Items Discussion
Chair Dutson introduced potential topics for May interim.
Council members discussed council priorities and study items.
Representative Ward moved to include an early childhood mental health public awareness and education campaign and evidence-based approaches to youth suicide surveillance and prevention in the council's three priorities. Council members discussed the motion.
RyLee Curtis commented on the council priorities.
Senator Millner commented on the council investigating workforce needs.
Doctor Angelo Giardino moved to include integration of physical and behavioral health, with specificity to Early and Periodic Screening, Diagnostic, and Treatment (EPSDT), for children in the council's three main priorities. Council members discussed the motion.
Representative Ward made a substitute motion to include investigation of Medicaid reimbursement relating to integration of physical and behavioral health, with specificity to Early and Periodic Screening, Diagnostic, and Treatment (EPSDT), as one of the council's three priorities, and then to consider workforce issues, but not use the information to make a specific recommendation. Council members discussed the motion.
Senator Millner moved to adjourn the meeting.
