Rep. Ivory assumed the chair.
Utah Health Data Authority
2.3 UPDATED DRAFT LEGISLATION: Health Data Authority Amendments (Source: Rep. Lesser; version 10-10-23)
Rep. Lesser presented draft legislation "Health Data Authority Amendments" (2024FL-0770/007).
Kyle Lunt, Director of the Division of Data Systems and Evaluation, Department of Health and Human Services, assisted with the presentation by reviewing what has been accomplished by the department and the Health Data Committee under Health Data Authority Act.
Committee members asked clarifying questions and discussed the bill.
Lori Savoie, Program Director of Health Information and Analysis, Department of Health and Human Services, responded to questions from the committee.
Maryann Martindale, Chief Executive Officer, Utah Academy of Family Physicians, spoke in favor of the bill.
Rep. Acton made a motion to amend the draft legislation to provide that one member of the Health Data Committee be appointed by the Governor and one member of the committee be appointed by the Legislature, neither of whom would serve as chair of the committee.
Chair Ivory ruled that the committee would move to the next item on the agenda while the sponsor of the motion worked with staff to craft language to reflect the sponsor's intent. The motion was effectively withdrawn.
Rep. Dailey-Provost requested that the sponsor of the amendment consider political balance, and suggested that perhaps two legislators be appointed to the Health Data Committee instead of just one.
