Chair Sandall called the meeting to order at 8:35 A.M.
A Performance Audit of Utah's State Energy Policy
Brian Dean, Deputy Auditor General, Office of Legislative Auditor General (OLAG), introduced McKenzie Cantlon, Audit Staff, OLAG; and Mathias Boone, Audit Supervisor, OLAG. They presented the performance audit of Utah's State Energy Policy.
2) A Performance Audit of Utah's State Energy Policy
Chair Sandall asked what is causing the high number of turnovers in the report and what legislative barriers can the state of Utah focus on to take down to implement a better energy plan. Brian Dean, McKenzie Cantlon, and Mathias Boone responded to the questions.
Rep. Albrecht emphasized the concern for the turnover and how critical the use of energy is. He also asked which 13 states are taking actions that Utah is not. Mathias Boone and Brian Dean responded to the question.
Rep. Lyman commented on the bureaucracy we have in the use of resources. Brian Dean commented on Rep. Lyman's comments.
Chair Sandall commented on the critical work that needs to be done.

Teresa Wilhelmsen, State Engineer, Director of the Division of Water Rights, commented on the accountable budget process and further explained the ongoing efforts within the division.

Rep. Lund asked about the 1963 Water Power Board. Lacey Moore responded.
Candice Hassenyager, Director, Division of Water Resources; commented on the accountable budget process and further explained the division's ongoing efforts.
Rep. Chew asked about the use of drinking and agricultural water. Candice Hasenyager responded to the question.
Chair Sandall asked a follow up question about the responsibility of upkeeping the water infrastructure. Candice Hasenyager responded to the question.

Brian Steed, Commissioner, Great Salt Lake Commission, presented made a presentation.
Chair Sandall asked about the current state of the Great Salt Lake's (GSL) conditions and if the program from 2022 is still in place. Brian Steed responded to the questions.
Rep. Owens asked a follow up question about the rise in water levels in different locations of the GSL and biological viability in the north arm of the GSL. Brian Steed responded to the questions.
Chair Sandall and Brian Steed commented on the viability of the GSL.
