Chair Ward invited Noel Taxin, Director, Division of Family Health, to answer questions from the committee.
Rep. Dailey-Provost and Chair Ward discussed a possible motion regarding budget oversight of departments.

Sen. Balderree moved to approve the minutes from the January 17, 18, 22, 24, 29, 31 as well as February 2 and 5, 2024 meetings.
8:50 Should Pharmacy Benefits Move to Fee-for-Service for all Clients?
Russell Frandsen presented information on a study of making changes to pharmacy benefits for clients.
Jennifer Strohecker, State Medicaid Director, and Jennifer Prather, senior pharmacy management consultant, provided information on Medicaid pharmacy benefits.
Rep. Judkins asked if the experience of clients will be assessed, and Jennifer Strohecker responded.
Sen. Johnson expressed wariness with moving away from private providers and increasing government involvement.
Michael Hales, speaking on behalf of ACO's, expressed concern with areas of analyses omitted from the study.
Chair Ward asked how ACOs differentiate the causes of savings from using different medications, and Michael Hales responded.

Josh Pittman introduced the Accountable Base Budget Review for the Department of Workforce Services (DWS).
Kevin Burt, Deputy Director, DWS, and Jennifer Strohecker explained the potential of automation.

I move to adopt the updated performance measure targets for the Department of Health and Human Services and the Department of Workforce Services as found in the column titled “Proposed Target” on the tab titled Table #3 of the document titled " Social Services Performance Measure Adjustments” posted with today’s materials.
