 Sen. Jani Iwamoto explained the bill.
 Dr. Joel Coleman, Superintendent, Utah Schools for the Deaf and the Blind, spoke in favor of the bill.
 Mr Ben Horsley, Granite School District, spoke in favor of the bill.
 Sen. Hillyard moved to pass S.J.R. 1 out favorably.
 S.B. 87 School Security Locks (Weiler, T.)
 Sen. Todd Weiler explained the bill.
 Mr. Coy Porter, Utah State Fire Marshal, spoke to the bill.
 Sen. Henderson moved to pass S.B. 87 out favorably.
 S.C.R. 3 Concurrent Resolution on the Importance of Civil Liberties for Students (Dabakis, J.)
 Sen. Jim Dabakis presented the bill with the assistance of Rep. Kim F. Coleman.
 Mr. Brad Asay, President, American Federation of Teachers (AFT) Utah, spoke in opposition to the bill.
 Mr. Spencer Jenkins, Assistant Commissioner, Utah System of Higher Education, spoke in favor of the bill.

 Sen. Stephenson spoke of his experience visiting the Navy Seal Team 7 training facilities, and what he learned about their deliberate practice instructions and how it relates generally to education.
