H.B. 199 Division of Substance Abuse and Mental Health Amendments
(Miles, K.)
Rep. Kelly B. Miles presented the bill with the assistance of Mr. Darin Carver, Clinical Practice Administrator, Weber Human Services, and Mr. Adam Trupp, Utah Association of Counties.
Mr. Troy Wood, licensed clinical social worker, CEO at Lakeview Hospital, and member of the Utah Association of Counties' Utah Behavioral Health Committee, spoke in opposition to the bill.
Mr. Richard Nance, Licensed Clinical Social Worker, Director of Utah County Department of Drug and Alcohol Prevention and Treatment, and representing the Utah Association of Counties' Utah Behavioral Health Committee, spoke in opposition to the bill.
Ms. Mary Jo McMillen, Executive Director, Utah Support Advocates for Recovery Awareness, spoke in opposition to the bill.
Ms. Christina Zidew, licensed clinical social worker and representing Utah Association of Addiction Treatment Providers, spoke in opposition to the bill.
Mr. Jeremy Cottle, representing hospitals and member of HOPE for Utah, spoke in opposition to the bill.
Rep. Kennedy moved to approve the minutes of the February 12, 2018 meeting.
Rep. Ray moved that H.B. 199 be returned to the Rules Committee and that the chairs send a letter to the Health Reform Task Force requesting that the task force study the issue during the interim.
Rep. Ward moved to replace H.B. 199 with 1st Substitute H.B. 199.
The original motion passed.
Rep. Spendlove moved to adjourn at 10:02 a.m.
