 Mr. Matt Sibil, Chief Planning Officer, Utah Transit Authority, spoke to the bill.
 Rep. Pitcher moved to pass H.B. 339 out favorably.
 Rep. Mike Schultz presented the bill with the assistance of Mr. Taz Biesinger, Executive Vice President, Utah Home Builders Association.
 Mr. Gary Crane, League of Cities and Towns, spoke in favor of the bill.
 Mr. Ken Anderson, Development Review Manager, Building Services Administration, Salt Lake City, spoke in opposition to the bill.
 Mr. Trent Sorenson, Building Department, Salt Lake County, spoke in opposition to the bill.
 Rep. Pitcher moved to replace H.B. 346 with 1st Substitute H.B. 346.
 Rep. Webb moved to pass 1st Substitute H.B. 346 out favorably.
