 Rep. Robertson moved to approve the minutes of the February 23, 2018 meeting.
 1st Sub. S.B. 128 Transportation Revisions (Buxton, D. G.)
 Sen. Buxton explained the bill.
 Ms. Linda Hull, Policy and Legislative Services Director, Utah Department of Transportation, spoke in favor of the bill.
 Rep. Westwood moved to pass 1st Substitute S.B. 128 out favorably.
 H.B. 423 Transit and Road Funding Amendments (Gibson, F.)
 Rep. Gibson explained this bill with the assistance of Sen. Anderegg.
 Mr. George Chapman spoke against the bill.
 Mr. Billy Hesterman, Utah Taxpayers Association spoke against the bill.
 Mr. Matt Sibul, Director of Government Relations, Utah Transit Authority spoke against the bill.
 Rep. Fawson moved to amend H.B. 351 by changing "may" to "shall" on line #1629. Rep. Fawson then withdrew his motion.
 Rep. Fawson moved to adopt amendment #1.
 Rep. Fawson moved to pass H.B. 423 as amended out favorably.
 H.B. 351 Railroad Worker Safety Amendments (Weight, E.)
 Rep. Weight explained the bill with the assistance of Mr. F. Jay Seegmiller, SMART - Transportation Division.
 Rep. Wilde assumed the chair.
 Mr. Nathan Anderson, Operations Manager, Union Pacific Railroad, spoke against the bill.
 Rep. Westwood moved to move to the next agenda item.
 H.B. 416 Traffic Flow Amendments (Ivory, K.)
 Rep. Ivory explained this bill with the assistance of Mr. Brian Tenney.

 Ms. Molly Davis, Libertas Institute, spoke in favor of the bill.
 Rep. Robertson moved to amend H.B. 416 with Amendment #1.
 Rep. Robertson moved to pass H.B. 416 as amended out favorably.
 Rep. Robertson moved to adjourn.
