 Rep. King explained the bill.
 Mr. Scott Sabey, Best Friends Animal Society, spoke for the bill.
 Mr. Lincoln Shurtz, Utah Association of Counties, spoke for the bill.
 Mr. Arlyn Bradshaw, Best Friends Animal Society, spoke for the bill.
 Rep. Barlow moved to amend H.B. 221 with Amendment #2.
 Rep. Sagers moved to amend H.B. 221 with Amendment #3.
 Rep. Sandall moved to go to the next item on the agenda.
 Rep. Owens moved to approve the minutes of the February 16, 2018, February 21, 2018 and February 23, 2018 meetings.
 H.J.R. 15 Proposal to Amend Utah Constitution -- Municipal Water Amendment (Stratton, K.)
 Rep. Stratton explained the resolution and distributed handouts.
 Mr. Steven Clyde, Executive Water Task Force, spoke to the resolution.
 Mr. David Fife, citizen, spoke to the resolution.
 Mr. Mark Stratford, League of Cities and Towns on the Executive Water Task Force, spoke to the resolution
 Mr. Russell Seeley, Price City Engineer, spoke to the resolution.
 Ms. Laura Briefer, Director, Salt Lake Public Utilities, spoke to the resolution.
 Mr. Mike Styler, Executive Director, Department of Natural Resources, spoke to the resolution.
 Mr. Dave Robinson, citizen, spoke to the resolution.
 Rep. Owens moved to adopt the following language: The NRAE House standing committee intends the Executive Director of the Department of Natural Resources appoint a working group of subject matter experts to study various options to correct potential constitutional inconsistencies between the municipal water use practices, constitutional intent, and the best interest of all current and future citizens of the State of Utah. The Executive Director may appoint members of the Executive Water Task Force, the Legislative Water Development Commission, or any other individual to the working group. The working group will report regularly to the Natural Resources, Agriculture, and Environment Interim Committee during the 2018 interim. The Executive Director shall deliver a final report on the working group's conclusions and recommendations to the Natural Resources, Agriculture, and Environment Interim Committee by September 30, 2018.
 H.B. 221 Animal Welfare Act Amendments (King, B. S.)
 Rep. Stratton assumed the chair.
 Chair Stratton moved to bring back Agenda Item #2 for dicsussion.
 Rep. Sagers moved to amend H.B. 221 with Amendment #3.
 Rep. Sagers moved to amend H.B. 221 with Amendment #0. Chair Stratton held the bill for a short period of time to bring it back without a vote to hold.
 Rep. Albrecht resumed the chair.
 H.B. 413 Pest Control Licensing Amendments (Chew, S.)
 Rep. Chew explained the bill assisted by Mr. Robert Hougaard, Department of Agriculture and Food, and Mr. Dee Sadler, business owner, and distributed handouts.
 Rep. Owens moved to replace H.B. 413 with 2nd Substitute H.B. 413.
 Rep. Owens moved to pass 2nd Substitute H.B. 413 out favorably.
 Chair Stratton assumed the chair.
 H.B. 221 Animal Welfare Act Amendments (King, B. S.)
 Rep. Stratton moved to bring H.B. 221 back to the committee for further discussion.
 Rep. Sagers moved to amend H.B. 221 with Amendment #4.
 Rep. Sagers moved to pass H.B. 221 out favorably as amended.
 Rep. Albrecht resumed the chair.
 S.J.R. 11 Joint Resolution Authorizing Energy Solutions to Create a Landfill for Non-Radioactive Waste (Thatcher, D.)
 Sen. Thatcher explained the bill.
 Rep. Owens moved to pass S.J.R. 11 out favorably.
 Rep. Chew moved to adjourn.
