Sen. Ann Millner presented the bill with the assistance of Ms. Jennifer Throndsen, Coordinator, Utah State Board of Education.
The handouts "Percent Proficient for Districts on the 3rd Grade ELA SAGE Test" and " Utah's 3rd Grade Proficiency in English Language Arts" were distributed to the committee.
Mr. Michael M. Parker, Vice President of Public Policy, Salt Lake Chamber, spoke in favor of the bill.
Rep. Hutchings moved to pass 1st Substitute S.B. 194 out favorably.
