 Chair Knotwell moved to approve the minutes of the February 5, 2019 meeting.

 Rep. Arent explained the bill.
 Karson Eilers, Legislative Research Analyst, Utah League of Cities and Towns, spoke in favor of the bill.
 Todd R. Bingham, President, Utah Manufacturers Association, spoke in favor of the bill.
 Rep. Daw moved to replace 2nd Substitute H.B. 148 with 3rd Substitute H.B. 148.
 Rep. Dailey-Provost moved to pass 3rd Substitute H.B. 148 out favorably.
 H.R. 3 House Resolution Supporting Humane Response to Refugee Crisis (Dailey-Provost, J.)
 Rep. Dailey-Provost explained the resolution with the assistance of Pamela Silberman, Health Program Manager, International Rescue Committee, and Catherine Eslinger, Mormon Women for Ethical Government.
 Erin Jemison, Director of Public Policy, YWCA Utah, spoke in favor of the resolution.
 Marina Lowe, Legislative Counsel, American Civil Liberties Union of Utah, spoke in favor of the resolution.
 Ciriac Alvarez, Enriching Utah Coalition, spoke in favor of the resolution.
 Kris Zyp, resident, spoke in favor of the resolution.
 Debbie Baskin, resident, spoke in favor of the resolution.
 Chair Knotwell moved to amend H.R. 3 with Amendment #1.
 Rep. Dailey-Provost moved to amend H.R. 3 with Amendment #2.
 Rep. Roberts moved to amend H.R. 3 with Amendment #3.
 Rep. Arent moved to pass H.R. 3 as amended out favorably.
 Rep. Hawkins moved to adjourn.
