Dr. Logan Toone, Assistant Superintendent, and Traci Robbins, Humanities Director, of Davis School District, spoke in favor of the bill. Rita Heagren, American Federation of Teachers, spoke to the bill. Elizabeth Garbe of United Way of Salt Lake, spoke in favor of the bill. Rep. Ballard moved to pass H.B. 114 out favorably. Rep. Ballard moved a substitute motion to replace H.B. 114 with 2nd Substitute H.B. 114. Rep. Ballard then moved to pass 2nd Substitute H.B. 114 out favorably. H.B. 14 School Absenteeism and Truancy Amendments (Snow, V. L.) Rep. V. Lowry Snow explained the bill with the assistance of Jeffrey Van Hulten, Policy Advisor, Utah State Board of Education.
