Rep. Dan Johnson presented the bill with the assistance of Chief Todd Hixson, Utah Chiefs of Police Association and Chief of Police of West Bountiful City.
Greg Douglas, Political Liaison for ABATE (American Bikers Aiming Towards Education), spoke in favor of the bill.
Rep. Judkins moved to pass H.B. 127 out favorably. The motion passed unanimously.
1st Sub. H.B. 183 Driver License Record Amendments

Michael Good, Senior Vice President for Health Sciences at the University of Utah, and Dr. Ken Smith, Director of the Utah Population Database, spoke in favor of the bill.

Dr. Ronald Mortensen, citizen, spoke in favor of the bill.
Rep. Ward moved to replace 1st Substitute H.B. 183 with 2nd Substitute H.B. 183. The motion passed unanimously.
Rep. Nelson moved to amend 2nd Substitute H.B. 183 with Amendment #1. On line 124 delete the word, "for" and replace it with the word, "requiring". The motion passed unanimously.
Rep. Shurtliff moved to pass 2nd Substitute H.B. 183, as amended, out favorably. The motion passed unanimously.
