Chair Millner moved to replace S.B. 117 with 1st Substitute S.B. 117. The motion passed with a vote of 7-0-0. Voting in the affirmative were: Millner A, Adams J S, Henderson D, Hillyard L, Iwamoto J, Niederhauser W, Stephenson H
