Rep. Briscoe explained the bill assisted by Ms. Rebecca Rockwell, Commissioner, Utah State Tax Commission.
Mr. Kevin Jacobs, Salt Lake County Assessor, spoke to the bill.
Rep. Stanard moved to replace H.B. 47 with 1st Substitute H.B. 47. The motion passed with a vote of 10-0-2. Voting in the affirmative were: Eliason S, Sagers D, Briscoe J, Froerer G, Greene B, King Brian S, Lisonbee K, Moss J, Quinn T, Stanard J Absent or not voting were: Ivory K, Wilson B
