Rep. Mike Winder explained the bill.
Rep. Owens moved to replace H.B. 212 with 2nd Substitute H.B. 212. The motion passed with a vote of 8-0-6. Voting in the affirmative were: Peterson V, Fawson J, Last B, McCay D, Moss C, Owens D, Poulson M, Snow V L Absent or not voting were: Coleman K, Christensen L, Cutler B R, Gibson F, Hutchings E, Noel M
Dr. Forrest Crawford, Weber State University, spoke in favor of the bill.
Ms. Jennie Earl spoke against the bill.
Mr. Michael Parker, Director Public Policy, Salt Lake Chamber of Commerce, spoke in favor of the bill.
Dr. Sara Jones, Utah Education Association, spoke against the bill.
