 Sen. Hemmert moved to approve the minutes of February 27, 2017.
 6th Sub. H.B. 128 Health Care Debt Collection Amendments (Webb, R. C.)
 Rep. R. C. Webb presented the bill.
 Sen. Ipson moved to replace 6th Substitute H.B. 128 with 8th Substitute H.B. 128.
 Sen. Ipson moved to amend 8th Substitute H.B. 128 with Amendment #3.
 Rep. Webb explained the substitute bill, as amended.
 Mr. Mark Brinton, Utah Medical Association, spoke in favor of the bill.
 Sen. Ipson moved to pass 8th Substitute H.B. 128, as amended, out favorably.
 3rd Sub. H.B. 142 Administration of Anesthesia Amendments (Kennedy, M.)
 Sen. M. Kennedy presented the bill with the assistance of Mr. Ted Morris, President, Utah Association of Nurse Anesthetists.
 Sen. Ipson moved to replace 3rd Substitute H.B. 142 with 4th Substitute H.B. 142.
 Sen. Ipson moved to pass 4th Substitute H.B. 142 out favorably.
 1st Sub. H.B. 281 Construction and Fire Codes Amendments (Ray, P.)
 Rep. P. Ray presented the bill.
 Sen. Hemmert moved to amend 1st Substitute H.B. 281 with Amendment #1.
 Ms. Heather Anderson, lobbyist, spoke in favor of the bill.
 Mr. Coy Porter, State Fire Marshal, spoke in favor of the bill.
