The Utah Legislature sets aside funding to assist Air and Army Guard members with their educational needs. The State Tuition Assistance Program is in addition to the Federal Tuition Assistance program. State funds are distributed to eligible students accepted at a regionally or nationally accredited, public or private college, university, vocational, technical or trade school located inside or outside the State of Utah. Students may also receive assistance for distance learning courses.
Soldiers/Airmen may receive up to $250 per semester hour. This amount cannot exceed 100% of the tuition cost for a course. The total amount of tuition assistance each Soldier/Airman is entitled to receive will not exceed $6,000 per year.
The tuition assistance program may also fund clock hours for vocational and technical training courses and certificates offered by non-degree-granting accredited institutions. A formula is used to convert the clock hours to credit hours and the semester hour spending cap and annual caps are applied.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,000,000 from all sources for Tuition Assistance. This is a 0.8 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $1,000,000 from the General/Education Funds, a change of 0 percent from revised Fiscal Year 2015 estimates.
Tuition Assistance
In 2013, the State Tuition Assistance Program fulfilled 898 requests from 561 Soldiers and Airmen to complete college course work.
Prior to FY 2015 the Tuition Assistance program was not broken out as a separate appropriation unit but was part of the Administration appropriation unit. Tuition Assistance appropriations since FY 2011 were:
- FY 2011: $500,000 one-time + $500,000 ongoing
- FY 2012: $500,000 one-time + $500,000 ongoing
- FY 2013: $1,000,000 ongoing
- FY 2014: $1,000,000 ongoing
- FY 2015: $1,000,000 ongoing
