FY 2016 Appropriation

The Youth Parole Authority is responsible for parole release, rescission, revocation, and termination for youth offenders who have been committed to the division for secure confinement. The Youth Parole Authority determines when and under what conditions committed youth offenders are eligible for parole. The Parole Authority is a citizen board appointed by the Governor and acts independently of DJJS.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $372,700 from all sources for Youth Parole Authority. This is a 2.5 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $354,000 from the General/Education Funds, an increase of 2.4 percent from revised Fiscal Year 2015 estimates.

Statute

The governing statute of the Youth Parole Authority is within the division's section of Utah Code 62A-7.

  • UCA 62A-7-501 creates the Youth Parole Authority and establishes the authorized membership, expenses, responsibilities, and procedures; and
  • UCA 62A-7-502 through 507 establishes parole procedures.

In FY 2007, the Youth Parole Authority became a program in the DJJS Programs and Operations line item.

HB0003: Item 19

Under Section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the Division of Juvenile Justice Services not lapse at the close of Fiscal Year 2015. The use of any non-lapsing funds is limited to expenditures for data processing and technology based expenditures; facility repairs, maintenance, and improvements; other charges and pass through expenditures; and, short-term projects and studies that promote efficiency and service improvement.

The Legislature intends that in order to decrease recidivism and more effectively utilize state resources, that private providers that contract with the Division of Juvenile Justice Services for residential, community-based services, including both family-based and group home services, will adhere to evidence-based practices proven to reduce recidivism as directed by the Division of Juvenile Justice Services.
