Over the years, the Legislature has appropriated funds to financially assist students with the cost of tuition and other expenses associated with their post-secondary education. Funding is appropriated to the Board of Regents, then transferred directly to the institutions or to the Utah Higher Education Assistance Authority (UHEAA). UHEAA is the state's designated administrator of several campus-based, federal- and state-funded financial aid programs.

Regents' Scholarship
The Regents' Scholarship was established to create an incentive for high school students to take a rigorous curriculum in high school to better prepare them for college. The incentive is a partial scholarship paid directly to the student to offset some fo the tuition costs.
During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $16,358,400 from all sources for Student Assistance. This is a 3 percent reduction from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $16,358,400 from the General/Education Funds, a reduction of 3 percent from revised Fiscal Year 2015 estimates.
