9     LONG TITLE
10     General Description:
11           This resolution supports the intended proposed United States House Bill to increase oil
12     royalties to the Utah Navajo Trust Fund.
13     Highlighted Provisions:
14          This resolution:
15          ▸      supports the "Utah Navajo Economic Development Act" that U.S. Representative
16     Jason Chaffetz intends to introduce to Congress;
17          ▸     supports the transfer of federal minerals located in the subsurface of the Aneth
18     Extension of the Navajo Nation to the Utah Navajo Trust Fund with an increase in
19     royalties collected and paid on minerals produced on the extension from 37.5% to
20     62.5%; and
21          ▸     supports the transfer of the minerals located in the subsurface of the McCraken
22     Extension of the Navajo Nation to the Utah Navajo Trust Fund.
23     Special Clauses:
24          None

26     Be it resolved by the Legislature of the state of Utah:
27          WHEREAS, Aneth Extension is located north of Montezuma Creek on the Navajo
28     Indian Reservation in southeastern Utah;

29          WHEREAS, the Utah Navajo Trust Fund contains funds from oil royalties from
30     production on the Aneth Extension of the Navajo Reservation;
31          WHEREAS, these royalties are paid to the trust fund for the health, education, and
32     general welfare of the Navajo residents of San Juan County, Utah;
33          WHEREAS, in the 115th Congress, 1st Session, U.S. Representative Jason Chaffetz
34     intends to introduce a bill known as the "Utah Navajo Economic Development Act" to transfer
35     all rights, title, and interest in and to the federal minerals located in the subsurface of the Aneth
36     Extension of the Navajo Nation to the Utah Navajo Trust Fund and increase the royalties
37     collected and paid on minerals produced on the extension from 37.5% to 62.5%; and
38          WHEREAS, the Utah Navajo Economic Development Act intends to transfer all rights,
39     title, and interest in and to the federal minerals located in the subsurface of the McCraken
40     Extension of the Navajo Nation to the Utah Navajo Trust Fund:
41          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
42     supports the above intended proposed bill to transfer all rights, title, and interest in and to the
43     federal minerals located in the subsurface of the Aneth Extension of the Navajo Nation to the
44     Utah Navajo Trust Fund and increase the royalties collected and paid on minerals produced on
45     the extension from 37.5% to 62.5%.
46          BE IT FURTHER RESOLVED that the Legislature of the state of Utah supports the
47     proposed bill to transfer all rights, title, and interest in and to the federal minerals located in the
48     subsurface of the McCraken Extension of the Navajo Nation to the Utah Navajo Trust Fund.
49          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
50     Leader of the United States Senate, the Speaker of the United States House of Representatives,
51     and members of Utah's congressional delegation.
