ElLois Bailey, psychiatric nurse practitioner, asked that nurse practitioners and physician's assistants be considered in the future as also being able to prescribe medical foods.

Jonathan Baird, Immediate Past President, Utah Academy of Physician Assistants, asked that Tim McCreary speak first.
Tim McCreary, President, Utah Academy of Physician Assistants, spoke on the need for physician assistants to also be allowed to be part of the Utah Mental Health Practice Act.

ElLois Bailey, psychiatric nurse practitioner, supports the physician assistants' efforts as long as they are properly trained, especially those working in the mental health field.
Samuel Vincent, member, Utah chapter of the American Psychiatric Nurses Association, supports PAs practicing in mental health as long as they have appropriate training.
Erika Tse, PA-C, spoke to the modernization efforts of the physician assistants and their personal experience with the issues of being unable to directly bill Medicaid despite patient population being 80% Medicaid.

Chair Bramble closed public comment and explained that they opened two bill files earlier in the year addressing the issues brought forward in this meeting.
Rep. Quinn moved to make the two bill files opened under Senator Bramble's name committee bill files.

Howard Stephenson, former state Senator, spoke on the issue.

Vehicle Noise Pollution
Daniel Armstrong, City Council Member, Taylorsville City, presented an alternative method of mitigating the issue.
Lincoln Shurtz, Utah Association of Counties, expressed their support of efforts address the issue.
Barbara Cameron, Chair, Big Cottonwood Community Council, spoke on behalf of the Association of Community Councils Together, expressing the desire to enforce the ban of illegal mufflers and excessive vehicle noise.
Lt. Matt Spillman, Utah Highway Patrol, gave the perspective of law enforcement and what can reasonably be done.
Lt. Colonel Mark Zesiger, Utah Highway Patrol, reiterated what Lt. Spillman said.
