Sarah J. Balland, Policy Analyst, Office of Legislative Research and General Counsel, reviewed the Open and Public Meetings Act and current public comment protocols.

2d. MMIWG Crisis Background, Restoring Ancestral Winds (RAW)
Chair Romero provided an overview on the purpose of the Task Force as well as background information on the Task Force's creation.

Brian L. Speelman, Missing and Murdered Indigenous Persons Coordinator, United States Attorney's Office, District of Utah, presented on the United States Attorney's Office role in collaborating with the Task Force.
Task Force Members asked questions of Brian L. Speelman.
Michael Thorpe, Assistant United States Attorney, Tribal Liaison, District of Utah, further expanded on the roles of the United States Attorney's Office and the Missing and Murdered Indigenous Persons Coordinator, offering to answer any questions from the Task Force.

Chair Romero presented 2021FL0617, "Murdered and Missing Indigenous Women and Girls Task Force," and brought the draft legislation before the Task Force for further discussion.
Chair Romero opened the meeting to public comment.
Rebecca, public commenter, inquired about what, if any, preventive factors the Task Force is exploring in addressing the Murdered and Missing Indigenous Women and Girls (MMIWG) crisis.
Brian Redd, Task Force Member and Chief Special Agent, Department of Public Safety, commented on the draft legislation.
Moroni Benally, Task Force Member and Coordinator of Advocacy and Public Policy, Restoring Ancestral Winds, moved to favorably recommend 2021FL0617, "Murdered and Missing Indigenous Women and girls Task Force" for the 2021 General Session.
Tribal Consultation
Chair Romero opened the meeting to Tribal Leaders and Communities for Tribal Consultation.
5. Tribal Consultation Statement, Paiute Tribe of Utah
Tamra Borchardt-Slayton, Task Force Member and Tribal Chairperson, Paiute Indian Tribe of Utah, presented a statement on behalf of the Paiute Indian Tribe of Utah in conjunction with Restoring Ancestral Winds.
Chair Romero opened the meeting to public comment.
Rebecca, public commenter, requested that the Task Force also address stalking in its activities.
Chair Romero and Moroni Benally addressed the comments posed and explained how the Task Force might address a variety of issues moving forward.
Sarah J. Balland read questions sent through an email to the Task Force from Dee Platero, public commenter, regarding data collection carried out by the Task Force.
Task Force members addressed Dee Platero's questions.
Dustin Jansen, Task Force Member and Director, Utah Division of Indian Affairs (UDIA), explained to the Task Force and to the public how the UDIA can assist with connecting Tribal governments and state government entities on issues such as the MMIWG crisis.
