Chair Waldrip called the meeting to order at 1:28 p.m.
Education Funding Study: Contract Extension, Timeline, and Deliverables
Sam Urie, Director, School Finance, Utah State Board of Education and Nestor Rodriguez, Economist, Utah State Board of Education, presented Education Funding Study.
2a. Education Funding Study Contract Extension [USBE]
Rep. Briscoe asked for a review of the funding contract. Sam Urie and Nester Rodrguez responded.
Sen. Riebe asked about the statement "district size versus cost" and expressed her concern that the study focus more on effectiveness, not just cost. Nestor Rodriguez and Sam Urie responded.
Rep. Johnson summarized the need for this data.
Sen. Fillmore assumed the chair.
Rep. Johnson moved to approve the minutes of the June 14, 2022 meeting.
Equity Pupil Funding: Review of Property Tax Equalization Efforts
Ben Leishman presented Property Tax Equalization Efforts.
3a. Equity Pupil Funding
Sen. Owens asked about the words "substantially equal" in the state constitution. Ben Leishman responded.
Rep. Johnson asked for the number of school districts that are currently at the maximum of what they can do with their local property tax rate. Ben Leishman responded.
Rep. Briscoe discussed property tax equalization rates. Ben Leishman responded.
Sen. Riebe asked if there is a restriction on the 25% of TSSA funding going to employee compensation. Ben Leishman responded.
Sen. Riebe asked about stabilization and equalization rates. Ben Leishman responded.
Rep. Lisonbee asked if the committee could amend to not collect the overage. Ben Leishman responded.
Rep. Last commented on efforts to improve equalization.
Sen. Fillmore commented on efforts to improve equalization without raising taxes.
Ben Leishman continued his presentation.
Sen. Riebe commented on equalization by suggesting that more focus should be put on the part of the population who are not succeeding and reallocating money to them.

Ben Leishman and Sam Urie presented voted and board local levy programs.

Sen. Fillmore asked for clarification on how the money is distributed and what to do in the future. Ben Leishman responded.
Rep. Lesser asked what the difference would be if the LEA's received the 2023 rate compared to the 2022 rate. Ben Leishman responded.
Sen. Winterton moved that the committee direct staff to prepare next year's budget with two statutory changes on use of Voted and Board balances from a prior fiscal year. First, language to direct the state board to base distribution calculations on the fiscal year where the balance occurred. And second, that the distribution of balances to qualifying school districts occur within the first quarter of the new fiscal year.

Ben Leishman presented the stabilization account.

Sen. Owens commented on H.B. 457 funding and how it has helped his school district.
