Chair Owens called the meeting to order at 8:02 a.m.
Commission on Criminal and Juvenile Justice
Joseph Fitzgerald presented the LFA introduction to the Commission on Criminal and Juvenile Justice (CCJJ). CCJJ has a diverse funding stream. He reported that the Office of the Legislative Fiscal Analyst (LFA) has found one potential reduction item within CCJJ's budget - Judicial Performance Commission.
Tom Ross, Executive Director, CCJJ, introduced the Commission with an overview of the agency.

Ken Matthews, Deputy Director, CCJJ, discussed FY 22 Highlighted Works focusing on grant administration, research studies, and the Sentencing Commission.
Director Ross addressed General Session 2022, H.B. 403.
Ken Matthews reviewed FY 24 Building Blocks: CCJJ - Victims of Crime Commission, CCJJ - Victims of Crime Services and Grants, UOVC - Victim Assistance Training and Coordination, UOVC - Restitution Department, IDC - Grant Program, and IDC - Indigent Appellate Defense Division.
Gary Scheller, Director, Office of Victims of Crime (UOVC), introduced Building Block - CCJJ Victims of Crime Commission
Rep. Owens asked for clarification regarding the $30M one time request. Is it going to be used for implementation of the data bases? Director Scheller responded.
Gary Scheller continued his presentation noting that UOVC has a number of statutory requirements. He spoke to Building Block - UOVC Victims Assistance Training and Coordination and UOVC Restitution Department.
Matt Barazza, Executive Director, Indigent Defense Commission (IDC), acknowledged a need for the Commission not only to comply with the constitutional requirement of the 6th Amendment, but also to recognize and value the principal of fundamental fairness, as well as protecting constitutional liberties on an individual level. IDC has two main divisions: (1) Grant Program, and (2) Appellate Defense Division.
Director Barazza responded to a question from Rep. Hollins asking how well are they doing with making sure that they are complementing and not replacing public defense?
Jennifer Yim, Executive Director, Judicial Performance Evaluation Commission, (JPEC), noted the Commission is an independent entity to evaluate the performance of judges with the desired result is to have an impact on voting outcomes. She asked that the potential reduction item, Judicial Performance Commission, be reconsidered.
Office of the Attorney General
Joseph Fitzgerald presented the LFA introduction of the Attorney General's Office.
Sean Reyes, Attorney General, introduced the mission of the Attorney General's Office (AGO). He focused on the crisis the AGO is facing related to hiring and retention of employees.
Brian Tarbet, Chief Civil Deputy, spoke to the dire needs of the Attorney General's Office and noted their inability to compete with private sector salaries.

Utah Communications Authority
Gary Syphus presented the LFA introduction to the Utah Communications Authority (UCA) providing an overview of the Authority.
Quinn Stephens, Executive Director of UCA and Chief Legal Attorney, addressed a review of the Authority, its mission and goals. He discussed an appropriation request.

Director Stephens responded to a question from Rep. Burton asking what other states are doing and Rep. Owens' question related to his positions as director and legal counsel.
