Update: Charter School Authorization and Oversight

2c - Charter School Memorandum Formal Complaint (Updated Nov. 1)
Matt Throckmorton, charter school advocate, Curtis Oda, vice-chair, Utah Military Academy board, and Marie Steffensen, Associate Executive Director, State Charter School Board, updated the committee on progress made regarding improvement of oversight and authorization of charter schools in the state.
Kim Frank, Utah Charter Network, reported on a strategic plan being put into place to address concerns and spoke in support of a proposal to amend the education code to clarify the timeline for approval of new charter school authorizers.
Sen. Johnson moved to open a committee bill file to adopt proposed amendments to the education code in conjunction with the State Charter School Board and State Board of Education.

Dr. Dan Linford, Superintendent, Dr. Miguel Montero, Assistant Superintendent, Davis School District, Liz Mumford, President, Davis Board of Education, and Heidi Alder, attorney, legal consultant to the Davis School District, presented a summary of the settlement agreement signed between Davis School District and the Department of Justice (USDOJ) at the conclusion of the USDOJ's 2021 investigation into claims of racial harassment and responded to questions from the committee.

4g - UDAF Presentation Poultry Processing Rule
Rohnin Randles, Policy Analyst, Office of Legislative Research and General Counsel, provided an overview of state and federal regulations regarding slaughter inspection exemptions for small poultry processors.
Craig Buttars, Commissioner, and Amber Brown, Legislative and Government Affairs Manager, Department of Agriculture and Food, introduced themselves to the committee.
Rep. Brammer moved to address the issue at the next meeting so that both sides could be represented in the discussion and to move to the next item on the agenda.
Sen. Johnson moved to go to the next agenda item.

5d - DNR Big Game Rule Proposed June 2021 (Administrative Rules Digest)
Rohnin Randles, Policy Analyst, Office of Legislative Research and General Counsel, presented an overview of recent changes in administrative rule to prohibit the commercial use of inedible game byproducts.
The committee heard from the following individuals who spoke in opposition to recently revised administrative rule R657-5-20:
Scott Sabey, Co-Owner, Raw Wild LLC;
Elizabeth Meier, Meiers Game Processing;
Edward Kimball, MD, and founding owner, Mountain Wild; and
Dave Davis, Davis Strategies and Consulting Group.
Committee discussion followed.
Justin Shannon, Deputy Director, and Wyatt Bubak, Chief Officer, Chief of Wildlife, Division of Wildlife Resources, commented on the approval process of the rule under consideration.
Sen. Buxton moved to open a committee bill file recommending to the Legislature that all administrative rules be reauthorized, with the exception of the relevant portions of administrative rule R547-5-20.

Sen. Buxton indicated that required reports have been received, however, no reports were discussed.
