 Rep. V. Lowry Snow explained the bill.
 Mr. Will Carlson, Salt Lake County District Attorney's Office, spoke to the bill.
 Mr. Ralph Dellapiana, Salt Lake Legal Defender Association, spoke in favor of the bill.
 Ms. Kim Cordova, Commission on Criminal and Juvenile Justice, spoke in favor of the 2nd substitute.
 Rep. Quinn moved to replace 1st Substitute H.B. 287 with 2nd Substitute H.B. 287.
 Rep. McKell moved to amend 2nd Substitute H.B. 287 with Amendment #1.
 Rep. McKell moved to report a favorable recommendation on 2nd Substitute H.B. 287, as amended.
 1st Sub. S.B. 19 Competency to Stand Trial Amendments (Fillmore, L.)
 Sen. Lincoln Fillmore explained the bill with the assistance of Rep. Edward Redd.
 Mr. Andrew Riggle, Disability Law Center, spoke in favor of the bill.
