 Sen. Escamilla moved to amend 1st Substitute H.B. 209 with Amendment #1.
 Mr. Jack Tidrow, President, Professional Firefighters of Utah, spoke in favor of the bill.
 Ms. Heather Anderson Bostack, Lobbyist, Utah Association of Special Districts, spoke in opposition to the bill.
 Mr. Tom Ross, Bountiful Police Chief, President, Utah Chiefs of Police Association, spoke in favor of the bill.
 Mr. Karson Eilers, Analyst, Uah League of cities and Towns, spoke in favor of the bill.
 Mr. Tom Losser, Executive Director, Utah Public Employees Association, spoke in opposition to the bill.
