Sen. Harper moved to replace S.B. 111 with 1st Substitute S.B. 111. The motion passed with a vote of 4-0-3. Voting in the affirmative were: Buxton D G, Anderegg J, Harper W, Van Tassell K Absent or not voting were: Adams J S, Dabakis J, Mayne K
