 Rep. Marc K. Roberts presented the bill with the assistance of Ms. Jennifer Valencia, Director, Utah Sentencing Commission.
 Ms. Pam Vickery, Executive Director, Utah Juvenile Defender Attorneys, Chair Utah Board of Juvenile Justice and Vice Chair, Sentencing Commission, spoke in favor of the bill.
