 Mr. Sterling Brown, Utah Farm Bureau, spoke in favor of the bill.
 Mr. Andy Rasmussen, Trout Unlimited, spoke in favor of the bill.
 Mr. Roger Wilson, Utah Anglers Coalition, spoke in favor of the bill.
 Rep. Sagers moved to replace H.B. 315 with 1st Substitute H.B. 315.
 Rep. Barlow moved to amend 1st Substitute H.B. 315 with Amendment #1.
 Rep. Owens moved to pass 1st Substitute H.B. 315 as amended out favorably.
