FY 2016 Appropriation

USTAR Administration:

  • Implements strategic direction determined by the USTAR Governing Authority to establish programs and policies that increase innovation and commercialization across the State.
  • Engages through board positions, outreach and collaborative relationships with USTAR's diverse stakeholder community.
  • Develops, administers and resports on performance metrics for USTAR components (including for the University research teams and the USTAR Technology Outreach Innovations Program).
  • Provides financial management and auditable fiscal accounting for all USTAR transactions and budgetary processes.

    Appropriation Overview

    During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $1,141,300 from all sources for USTAR Administration. This is a 23.1 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $995,000 from the General/Education Funds, an increase of 39.5 percent from revised Fiscal Year 2015 estimates.

    Appropriation Adjustments

    In addition to statewide compensation and internal service fund cost increases, the following appropriation adjustments were made during the 2015 General Session:

    Intent Language

    HB0003: Item 64

    Under Section 63J-1-603 of the Utah Code, the Legislature intends that up to $350,000 of any remaining amount of the $711,200 ongoing General Fund appropriation provided by Item 21, Chapter 10, Laws of Utah 2014 for Utah Science Technology and Research Governing Authority – USTAR Administration shall not lapse at the close of Fiscal Year 2015. These funds will be used for a program assessment, audit and website.
