FY 2016 Appropriation

The Southwest Applied Technology College (SWATC) serves Beaver, Garfield, Iron, and Kane Counties from its Cedar City and Kanab campuses. SWATC generated 231,702 membership hours in FY 2014, with 62 percent to post-secondary students and 38 percent to secondary students. Its service region includes four school districts. SWATC provides programs in business, information technology, health sciences, technical trades, pork production, and renewable energy.

SWATC broke ground in fall of 2014 for its new Allied Health and Technology Building, which was approved and funded during the 2014 General Session. The projected completion date is November 2015.

UCAT Campus Equity

This funding will facilitate service to each of the regions. The funding splits for each campus were determined by UCAT and approved by their board of trustees. The funding splits focus on membership hour production, service region populations, student headcount, and specific campus needs.
Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $4,280,800 from all sources for Southwest ATC. This is a 16.6 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $3,997,600 from the General/Education Funds, an increase of 17.9 percent from revised Fiscal Year 2015 estimates.

Headcount Enrollment: Southwest ATC

The performance measure below shows the headcount enrollment at Southwest ATC for the past seven years. The blue line reflects secondary students and the red line reflects post-secondary students. The spike in FY 2010 for post-secondary students is mainly attributed to SWATC's renewable energy fair training (a one-day event with 509 students). There was also an increase in FY 2010 in short-term health courses.

Southwest Applied Technology College (SWATC) is one of the eight applied technology college campuses in the State of Utah. A special session of the Utah State Legislature in June 2001 restructured the governance of this campus and established SWATC, a Utah College of Applied Technology (UCAT) Campus.

Intent Language

SB0002: Item 142

The Legislature intends that the Southwest Applied Technology College provide year-end performance data for certificate-seeking, occupational upgrade, other post-secondary, and secondary students detailing the number and percentage of: (1) completers (graduate and non-graduate/early-hire completers, where applicable); (2) non- completers; and (3) those who are still enrolled at the end of the fiscal year. The Legislature further intends that the Southwest Applied Technology College provide average cost per membership hour, average cost per certificate awarded, and average cost per occupational upgrade awarded.

The Legislature intends that any equity funding approved for campuses at the Utah College of Applied Technology not be allocated for any non-state funded operations and maintenance (O&M) projects or facilities.
