FY 2016 Appropriation

Mission: Promote the healthy growth of Utah agriculture, conserve our natural resources and protect our food supply.

The Department of Agriculture and Food (DAF) is responsible for the administration of Utah's agricultural laws, which require a wide variety of activities including inspection, regulation, information, rulemaking, loan issuance, marketing and development, pest and disease control, improving the economic position of agriculture, and consumer protection.

The department also manages two loan funds:

Agricultural Resource Development Loan (ARDL) Fund
Rural Rehabilitation Loan Fund

Though not a part of DAF, the Utah State Fair Corporation has been included as a line item in DAF's budget since FY 2003.

Calibration Standards

The standards used by the Weights and Measures Program to assure that goods sold are accurately weighed and measured need to be periodically calibrated.

Conservation Commission Employees

This is funding that may be needed to hire current UACD employees, as part of the restructuring of how the Conservation Commission funds the Conservation Districts. A Legislative Audit recommended changes in how the state is funding the 38 Conservation Districts. The plan is to no longer send the funds to the Utah Association of Conservation Districts (UACD), a nonprofit organization, but to hire the staff and use the Conservation Commission to distribute the funding.

Federal Grants

Requests for approval to apply for additional federal grants with details included in the Issue Brief, "Agencies' Requests for Federal Funds."

Fuel Lab Equipment and Calibration

The Motor Fuel Laboratory is currently unable to meet the requirements for testing of motor fuels due to testing equipment that is inadequate or not properly calibrated.

Grazing Improvement Program

The department is requesting additional one-time funds for Grazing Improvement Projects.

Natural Gas Inspector

Due to lack of resources, the Weights and Measures Program has not been inspecting Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) vehicle fueling devices. This funding will allow for one inspector, vehicle, and the necessary equipment.

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $44,324,300 from all sources for Agriculture. This is a 36.7 percent increase from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $13,446,700 from the General/Education Funds, an increase of 1 percent from revised Fiscal Year 2015 estimates.

Staff Analysis

Currently, the DAF is focusing in the following four areas:

Ensure food safety and consumer protection
Advocate for the agricultural industry and develop future agricultural leaders
Educate the public on emerging issues facing the availability of safe food and other relevant agricultural issues
Conserve and enhance Utah's lands and natural resources
Improve communication and awareness for agriculture

Expenditures of these funds are limited to: Computer Equipment/Software $35,000; Employee Training/Incentives $140,000; Equipment/Supplies $75,000; Special Projects/Studies $250,000.

Expenditures of these funds are limited to invasive species mitigation projects $1,000,000.
