Policy Research Services

The Office of Legislative Research and General Counsel (OLRGC) provides policy research and analysis to individual legislators and legislative committees, commissions, and task forces. OLRGC is nonpartisan and provides these services independently and objectively; all research requests are confidential.

Research Responsibilities

  • Research and conduct in-depth policy analysis on programs, practices, and procedures implemented by other states, the federal government, or the state of Utah’s executive branch, judicial branch, or political subdivisions
  • Present research findings to legislators and legislative committees
  • Assist legislators in applying research findings during policy development
  • Assist committee chairs, committees, and individual legislators with the application of legislative committee rules and process
  • Prepare policy briefs, memoranda, briefing papers, and presentations
  • Track relevant federal and state legislation
